Fenerox
The Fenerox are a Technocratic Directorate; made up of humanoid extraterrestrial mammalian species, and despite sharing no genetic markers with their Earthly counterparts, possess features approximating those of Vulpes Zerda (Fennec Foxes) (more details about the species itself, later)
A Deep-Seated Presence
For more than half a century prior to the Earth achieving reliable and sustainable interplanetary space travel, the Fenerox observed them from one of reportedly three orbital research stations constructed around the system to survey and study what (to them) was a newfound frontier, having only recently acquired the means of interstellar travel.
They were discovered soon after Earths' transition into a true space age. With a lack of anything akin to cloaking technology, the Fenerox had relied upon the high orbits of their stations to hide themselves.
In response to discovering the Fenerox, the suspicious inhabitants of Earth identified a number of genetically tailored Feneroxi masquerading and having ingrained themselves into various species. This seeded further mistrust and suspicion.
An Awkward Period
Tensions rose quickly as the Fenerox attempted to hold out and salvage what they could of the original mission of quiet observation and withheld launching communications. Mounting suspicion lead to their stations routinely being observed by detachments from the CCSS navy. They feared their presence would soon be considered a threat, and with a world war breaking out on the ground, they did not want to press their luck by assuming the war would draw enough attention away from them.
With no way to actually leave the system or receive aid from back home (they had the only working FLT prototypes from home which in turn were destroyed by accident), The Fenerox figured their only option to avoid starting a full-on conflict; subsequently tainting the results of their only study of intelligent life other than their own, was to break the mission parameter of avoiding direct communications and collaboration with what they considered research subjects. With permission of their core world government, they eventually established lines of communication with the CCSS as well as whichever planetary authorities that weren’t tied up in direct conflict accepted on behalf of their regions.
Residency
After the fallout from the botched observation mission subsided, relations improved, and the realization of officially being stranded out in this region of space; The next step was to find a more permanent location to occupy. They landed a colony ship in what would become Azmarin Beta and soon established themselves; deploying and expanding upon research facilities on either side of the African canal (Algeria and Mali), taking advantage of the halted canal project.
For decades they had been toiling away at their research as well as developing the surrounding areas, making them more habitable and desirable terrain before properly implementing and developing proper cities surrounding these research facilities.
