I mean, really nothing is not allowed to be submitted. So this question could be disregarded right away. But what if you are still worried about it?
It's pretty simple. Cyden is a dark, sad place to live. So in general, your contribution should be pretty dismal as well. There are pockets of hope spread around, and people kinda make do with what they have. Its not like there isn't any happiness anywhere.
As for the character design itself, I would try for more sharp angles than smooth curves. Lots of extra things in clothing like spikes or fishnet are a good touch. Belts, too. Personally, I start with a simple set of clothing then add elements until it feels complete for the character its designed for. Belts, straps, nets, baggy bits, cuts out of the clothing. You can imagine a lot of options here. I even start with really dark unsaturated clothing then add elements of neon color, but that's a personal choice. The characters form though? I haven't seen anything not fit in yet, so don't be afraid to experiment with that quite a bit.
Tools and items follow a similar feel to the world. Over designed if its high-end. Under built if its not. Generally I like having exposed wires and piping for the under designed ones, and a LOT of shiney and metal to the more modern things. Of course everything has a lot of sharp edges and such. Gotta be sharp, you know?
Lastly is settings. I personally have designed every setting I needed for London in Cyden. That's because its a super city with nothing left of its former glory due to a few wars and what not. So its easy for me to say "rainy, drab and crowded" when really that is just one place. Feel free to start your own colony and start populating it yourself, then you can make the rules for the setting style. Otherwise it will really come down to where you like and how you can adapt to the styling available to you.
