Fairly basic question as the title suggest. Forgive me if I've missed something but it appears that it has been explained in another post that animal people happened as a result of advances in genetic modification. So how can we get from animal people being possible to being prevalent? This is what I am here to suggest.
Modification of the human genome proved very beneficial granting individuals who underwent the expensive process boons previously unheard of. Run as fast as a cheetah, carry as much compared to your body weight as an ant, wings to fly with, fins gills and stronger skeletons for better swimming and diving and all of the best traits from our fellow animals (and maybe beyond? Plant people anyone?). However this primitive yet powerful splicing of animal traits into humans was only for the super rich or those willing to go into extreme debt. The price was gradually dropping over the years as it does with all new technology but it still wasn't widely available for nor desired by everyone. This all changed when a 'small' nuclear war broke out. The remaining government showed a surprisingly coordinated response to the deadly fallout. Everyone would be given the opportunity to fully modify all parts of their bodies with the newest in gene mod tech: full body modification. While originally only intended to immunize the population against the harmful effects of the radiation due to the experimental nature of the tech and the rushed implementation into the entire population of earth there were some side effects (or were they secretly a plan by the global elite to accomplish something nefarious?)... Huge portions of the population of earth began to look more and more like humanoid animals. It seemed to depend on the individuals specific genome what animal they turned into (and some rare few didn't even experience any transformation at all!) but gradually people became anthropomorphic animals. Now they were still human for the most part, they could still procreate with others (even those who are not of the same apparent species) and eat all the normal food humans could otherwise eat and such. However they were also animals with the traits that came along with their new species. Some were more effected than others; transforming into creatures more towards the animalistic side. However one thing is clear: the world (and thanks to the newly cheapened tech of spaceflight the Galaxy) is now mostly inhabited by anthropomorphic animal people.
