The Civilian Population
Lynden is the closest to the Cherry Orchard Ranch and under the War Roses direct protection has grown to be one of the largest city-towns of the district. Its size has made it the defacto civilian capital. There are many of the modern businesses one would expect: banks, restaurant, general stores, and service centers. The town also features multiple shops specializing in armor, weapons, and other surival gears. Some sell brand new military surplus, while others buy and sell the equipment.
Blaine is thriving port town with a booming fishing and ship building industry. Both metal and wooden hull fishing and pleasure boats are made in the town. The town being on the coast is home to much of the ships of the district. The rest calling the various marinas docks down south in Kitsap.
Outside the towns are many farms across the flat land to supply much of the food. Wind mills and waterwheels are a common means of achieving mechanical power to work mills and water pumps. Aether power generally only being used to run house hold goods and processes that require more power like lumber mills.
Wood harvesting is carefully controlled with much of the production through tree farming. Additional wood though is provided by the pruning and clearing of the local forest to prevent overgrowth and reduce the fire hazard of deadwood.
Down south near the base complex is the town of Fernwood where many of the mercenaries hang out when not on duty. The town has all the luxuries needed to service the soldiers and aviators. Lots of bars and clubs to keep a lonely warrior entertained through the night. It is a much rougher town due to the heavy contact between the War Roses and the civilians.
Gorst sits in the middle of the 6-mile-ish long road from the main base and the annex. The village is mostly populated with vendors who work to entice the soldiers to stop for a quick bite or drink on the drive between the sections of the base.
While many of the smaller towns made it through the distribution of war, the large cities suffered the most from the economic and government collapse. The city of Seattle for example is a crumpling waste land populated by wild animals and savages. Herds of deer, elk, and moose can be spotted making down cracked grass covered roads. Feral cats and dogs, decedents of the pet population run wild. The scariest site though are the wolves and huge horse size dire wolves. The salvages and gangs in the city sometimes tame the dire wolves as mounts to run through the city on.

Most of the civilian trade is with the local Ka'rlfn population, but they also import supplies from around the world through their trading at the CCSS starport and the supplies that the War Roses bring home from their travels overseas. The War Roses also trades with the space wolves to get access to barrels and even guns for their vehicles, generally in the form of raw materials and medicines for the guns and parts. Their trade with the CCSS is limited mostly to importing ammunition and stocks of advance materials for construction. They also have a few black market or under the table connections for more exotic equipment and ammunition.
